Voxel Consulting independently validated the solar PV installations at 21 public colleges across Punjab — spanning Bahawalpur, Rahim Yar Khan, DG Khan, Faisalabad, Gujranwala, Gujrat, Lahore, Multan, Attock, Jhelum, Sahiwal, Sargodha, and Khushab. Each site was physically inspected against design specifications, with inverter performance, mounting integrity, metering accuracy, and system safety verified and formally reported to PEECA. This assignment represents one of the most geographically extensive public sector solar TPV exercises undertaken in Punjab, ensuring that every institution — from women's colleges in remote districts to urban science colleges — received independently certified, fully functional solar systems.

Voxel Consulting conducted rigorous third-party validation of solar PV systems installed at DG Khan Central Jail, Faisalabad Central Jail, and Mianwali Central Jail under PEECA's provincial solarization initiative. Field teams carried out comprehensive on-site inspections covering PV module condition and placement, electrical wiring and safety compliance, inverter performance, and metering accuracy — producing detailed TPV reports that served as the basis for PEECA's contractor performance assessments and project sign-off. The combined validated capacity of 1,350 kW marks a significant contribution to reducing the energy burden on Punjab's correctional facilities.

Voxel Consulting provided full third-party validation for the solarization of 10 major sports facilities across Punjab — including the Punjab Swimming Pool, Gymnasium Hall, Tennis Stadium, Hockey Stadium, and Punjab Stadium in Lahore, along with facilities in Faisalabad, Jhang, DG Khan, Rawalpindi, and Sahiwal. Each installation presented distinct structural and shading considerations requiring site-specific technical assessment. Our team delivered comprehensive TPV reports covering system design compliance, electrical safety, PV module performance, and inverter output — ensuring every facility's solar system met PEECA's technical standards and contractual requirements.

Under the Punjab Green Development Programme (PGDP), Voxel Consulting was appointed to independently validate the retrofitting and solarization of five District Headquarters (DHQ) Hospitals — in Rajanpur, DG Khan, Kasur, Pakpattan, and Chiniot. This technically demanding scope combined building retrofitting assessment with solar PV validation, requiring interdisciplinary expertise across energy efficiency and photovoltaic engineering. The assignment ensured that critical public healthcare infrastructure received independently certified, high-performance solar systems capable of delivering reliable energy for essential medical services.
Third Party Validation (TPV)/ Monitoring and Evaluation (M & E) for the Project Retrofitting and Solarization of Public Institutes Under PGDP
Voxel Consulting delivered a combined Third-Party Validation and Monitoring & Evaluation assignment for the retrofitting and solarization of four DHQ Hospitals — Nankana, Kot Khawja Saeed, Bhakhar, and Jhang — under the Punjab Green Development Programme. Beyond the initial technical validation, our team established structured M&E data collection systems and performance benchmarks to track ongoing system output against design targets. This dual-scope assignment provided PEECA with both upfront technical assurance and a framework for continuous post-installation oversight of solar performance at active hospital facilities.

Monitoring and Evaluation
Voxel Consulting conducted Monitoring & Evaluation of solar PV installations across six significant public institutions in Lahore — the Higher Education Department (Anarkali), Police Line Qila Gujjar Singh, Lahore College for Women University, University of Home Economics, Bureau of Statistics, and Central Jail Kot Lakhpat. With a combined system capacity of 2,770 kW, this is among the largest single M&E assignments in Voxel Consulting's portfolio and one of the most substantial independent solar monitoring exercises in Punjab's public sector. Our team deployed standardised data collection protocols and performance benchmarking frameworks to ensure each installation delivers its intended energy and financial benefits.

Voxel Consulting provided Monitoring & Evaluation services for the solar electrification of Punjab Agriculture Food and Drug Authority (PAFDA) facilities under PEECA's provincial solarization programme. The assignment included baseline load assessments, post-installation performance monitoring, and regulatory compliance verification — ensuring the 1,000 kW of installed solar capacity delivers consistent, measurable energy savings across PAFDA's operational network. This project further strengthens the evidence base for renewable energy adoption within Pakistan's public regulatory institutions.
